Abstract

Abstract This essay argues that advanced AI systems push the global order toward a functionally tripolar configuration. This convergence does not follow from political agreements or designed governance architectures. It emerges from material constraints on energy supply, compute concentration, technical talent, and institutional capacity to absorb systemic risk. The analysis identifies three mechanisms through which AI reorganizes existing structures without governing them directly: differential efficiency, which shifts operational relevance toward systems that decide with less friction; prediction, which generates temporal asymmetries between actors with and without anticipatory capacity; and redundancy elimination, which thins institutional layers without producing visible collapse. Through these mechanisms, power decouples from its traditional markers—territory, formal authority, population size—and migrates toward architectures that integrate AI into logistics, energy allocation, risk modeling, and strategic planning. The essay argues that both unipolar dominance and symmetric multipolarity are unviable under these conditions. Unipolarity concentrates costs and systemic risk beyond tolerable levels; symmetric multipolarity erodes through the cumulative advantage that frontier AI development produces. Between these two failures, functional tripolarity emerges as the minimum viable configuration: three non-equivalent poles, functionally differentiated, mutually necessary through structural dependence rather than agreement. The essay develops why the equilibrium number is three rather than two or four, describes each pole's internal architecture as a sociotechnical system rather than a state, and analyzes managed conflict as a stabilizing mechanism. It includes observable empirical implications and explicit falsification criteria with temporal thresholds for 2030. It concludes by mapping what this architecture cannot resolve: legitimacy gaps, peripheral collapses, structural inequality, and miscalculation risk between tightly coupled systems.
